Introduction
• Debt Swap Program is the Indonesian foreign debt reduction program.
•In order to reduce the number of debt of Indonesia to Germany, especially in
education field. Ministry of National Education (MONE) proposed
Indonesian-German Postgraduate Scholarship Program related to Debt Swap Program
(IGPSP) with the aim of improving the quality of Higher Education in Indonesia
(in the field of human resources).
•In education field, Debt Swap Program I and II have been accomplished in the
field of basic education and rehabilitation of school facilities.
