*ABOUT EIDHR*
*Background *
The European Instrument for Democracy and Human Rights (EIDHR) is a long established element of the European Union (EU) human rights external policy that aims to promote human rights, democracy and conflict prevention in third countries by providing financial support for activities supporting these goals. The EIDHR is designed to support human rights and democracy activities carried out by civil society organisations (CSOs).
The current implementation action is based on the EIDHR Strategy Paper of 2007-2010 <http://ec.europa.eu/europeaid/where/worldwide/eidhr/index_en.htm> that was adopted in August 2007 with five objectives:
1. Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk;
2. *Strengthening the role of civil society in promoting human rights and democratic reform, in supporting conflict prevention and in consolidating political participation and representation; *
3. Supporting actions on human rights and democracy issues in areas covered by EU Guidelines, including on human rights dialogues, on human rights defenders, on the death penalty, on torture, and on children and armed conflict;
4. Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy;
5. Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through election observation.
A restricted call for proposals for the EIDHR Country-based Support Scheme (CBSS) Indonesia is now open to select actions to implement *Objective 2 of the Strategy Paper*.
EIDHR CBSS is managed directly by the Delegation of the European Commission (EC) in Indonesia, building on the experience of micro project facilities under the previous EIDHR <http://www.delidn.ec.europa.eu/en/newsroom/newsroom_5.htm>. Other objectives are implemented through numerous calls for proposals at global and regional levels.
*Objectives and Priority Issues *
The general objective is to assist civil society in developing greater cohesion in working on civil and political rights, and all aspects of democratisation in supporting democratic reform, peaceful conciliation, and consolidating political participation and representation through cooperation among local civil society organisations and stakeholders.
Focus area of activities are:
- promoting common agendas for human rights and democratic reform;
- building towards consensus on disputed or controversial areas of policy;
- enhancing political representation and participation;
- enhancing the inclusiveness and pluralism of civil society.
*WHO MAY APPLY?*
*Eligible Applicants*
In order to be eligible, applicants must:
- be legal persons, and
- be non profit making, and
- be civil society organisations, non-governmental non-profit organisations; independent political institutions, community based organisations, and higher education institutions, and
- be nationals of Indonesia, and
- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
Applicants may act individually or with partner organisations.
*Eligible Actions*
The duration of an action is 12 to 18 months. The action must take place in Indonesia and may take the form of:
- awareness raising campaigns for promoting democracy and human rights, for example: through conferences, seminars, workshops, focus group discussions, media programmes, etc, as a part of a wider range of activities;
- training and educational activities;
- study and research activities as part of a wider range of activities.

*How to apply?*
This is a restricted call for proposals. Applicants are invited to submit *only the Concept Note*. Pre-selected applicants will be invited to submit full proposals. Please read carefully the *Guidelines for Applicants* before submitting the Concept Note.
The guidance on the Concept Note can be found in Part A of the Grant Application Form (Annex A). Applicants must verify that their Concept Note is complete using the Checklist for Concept Note (Part A section II of the Grant Application Form). *Incomplete Concept Notes may be rejected.*
